The Bureau of Standards Jamaica (BSJ) invites applications for the position of:
Reporting to the Executive Director, Bureau of Standards Jamaica (BSJ), the Director, Corporate Services will have primary responsibility for the strategic development and management of the BSJ’s manpower, information communication technology and BSJ’s website, physical infrastructure resources and for ensuring the organization’s communication and customer service strategies and programmes as well as the provision of human capacity building solutions are aligned to national priorities, business needs and the BSJ’s strategic direction.
Development of the Division’s Corporate/Operational Plans and Budgets and monitors the plans and programmes to ensure that objectives are met and that corrective activities are taken in cases of deviations;
Develops the key Performance Indicators for monitoring and evaluating the Division;
Co-ordinates the preparation of reports, briefs and other documents as requested
Co-ordinates the development and implementation of Corporate Services programmes and a disaster recovery plan for the physical and electronic security of the BSJ’s equipment, software and data;
Prepares regular Status Reports on the progress of work consistent with Work Plan outlining findings to include gaps and appropriate recommendations which will contribute to greater integration and efficiencies within the BSJ;
Develops and embeds a culture of customer focus and performance management to ensure high quality and continuous improvement in service delivery;
Provides advice to the Executive Director and other Directors on matters relating to the acquisition, allocation, utilization and disposition of human, physical, material or information resources;
Provides advice on the implementation of key decisions on financial, human, physical, material or information resources;
Provides policy interpretation and technical advice to the Executive Director and Heads of Divisions to ensure effective co-ordination of functions and compliance with Government rules and regulations;
Initiates innovation or changes in internal management practices, systems and policies with a view to improve efficiency and reduce costs;
Develops and continuously improves and implements the Division’s approach to Risk Management;
Oversees the maintenance of the physical environment of the BSJ in a cost effective and satisfactory condition;
Ensures the provision of adequate amenities and welfare facilities such as light, power, air conditioning, plumbing, ancillary and office services;
Examines and approves payments generated by the Divisions, ensuring that the payments fall within the limits of the budgetary allocations and also that value for money is received;
Oversees contractual arrangements for all buildings and facilities at all the BSJ’s locations, ensuring that facilities are fit for purpose, provide value for money and are in compliance with local Law;
Oversees the tendering process and Procurement of goods, works and services for the Division in accordance with the established procedures;
Oversees the development, upgrade and implementation of Information Systems in accordance with the needs of the organization;
Initiates plans and implements strategies that will ensure the achievement of the Division’s Information Technology objectives and goals and ensures the optimum use of the BSJ’s Information Technology resources;
Ensures regular and effective communication between Corporate Services and all Directors
Manages the implementation of the Performance Management System;
Promotes the building of institutional knowledge by ensuring that established systems and procedures are documented and disseminated;
Participates in the recruitment and selection of staff and recommends movement when appropriate;
Develops and implements a Succession Planning programme to ensure continuity of skills and competencies in the BSJ and personal development and career advancement of employees;
Sits on Human Resource related Committees and other Committees as required/directed;
Comprehensive knowledge of Labour Laws
Working knowledge of Industrial Relations principles and practices
Contemporary Human Capital Management approaches
Statistical and data analysis techniques
Sound knowledge of HR functions: Staffing, employee development, performance management, compensation and benefits administration, job analysis, design and evaluation
Excellent human relations/interpersonal skills
Excellent oral and written communication skills
Negotiation and mediation skills
Ability to a lead a team successfully
Use Microsoft Office Suite and other software as appropriate
Competence and knowledge of relevant HR software programmes
Excellent Planning, Organizing and Interpersonal skills
Proficiency in the use of relevant computer applications for research, data analysis and presentation
Excellent Research, Analytical and Strategic Thinking skills
Excellent Judgment, Decision Making and Problem Solving skills
Ability to provide sound leadership, counsel, motivation and constructive performance reviews to staff at all levels
Excellent Time Management skills
Ability to work under pressure and meet tight deadlines
BSc Degree majoring in Computer Science or Human Resource Management
MSc Degree in Public Sector Management or Masters in Business Administration
Computer literacy in Microsoft Office Suite;
Project Management would be an asset;
Experience in facilities management would be an asset
Working knowledge of information systems and marketing and public relations would be an asset
Ten (10) years’ experience at a senior management position, including 5 years’ experience in human resources in a unionized environment
