The Director, Finance & Accounting Services, plans and directs all Accounting, Treasury, Purchasing, Warehousing and Fixed Assets activities of the BSJ, ensuring the Financial Policies and Procedures of the BSJ, the Public Bodies Management and Accountability Act (PBMA) and Financial Administration and Audit Acts (FAA) are adhered to, in the fulfilment of the mission of the BSJ.
Based on the organizational mission, goals and objectives, develops the Division’s annual objectives in consultation with the Executive Director, and divisional staff
Meets regularly with staff to discuss and monitor outcomes of Departmental objectives and to make any strategic or operational changes to ensure objectives are achieved
Meets regularly with Senior Management to discuss and monitor outcomes of organizational objectives
Conducts regular evaluations of personnel directly under control, and make recommendations for improvement
Perform detailed monthly reviews and analysis of financial performance that aids the decision making and implementation of plans that deliver value to key stakeholders
Advises Senior Management and the Standards Council on financial related matters
Develops cash-flow projections to satisfy short term and long-term financial objectives
Manages and develops the annual budget process to satisfy strategic objectives
Reviews and discusses all Divisional monthly variance reports with the respective divisional heads
Periodically reviews and recommends adjustments to costing structure and pricing
Approves monthly Payroll disbursement
Coordinates the Procurement Procedure to ensure strict adherence to policy
Manage the Investment Portfolio within policy to maximize returns
Approves credit to clients for services rendered by the Bureau
Administers company rules and regulations
Represents the BSJ and Jamaica at local and international meetings as required
Sound knowledge of the PBMA and FAA Acts
Sound knowledge of Government Procurement Policy and other regulations
Excellent interpersonal and communications skills

Excellent customer service attitude
Sound knowledge of budgeting and forecasting techniques
Excellent written and oral communication and presentation skills
Excellent planning, analytical, organizing and negotiating skills
Exemplary leadership skill in problem solving and conflict resolution techniques
Ability to a lead a team successfully
Ability to meet stipulated deadlines
Use Microsoft Office Suite and other software as appropriate
Professional Qualifications in Accounting and Finance (M.Sc. Accounting, ACCA, CPA or MBA – Finance)
Diploma in Public Financial Management
Computer literate in Accounting Software, Microsoft Suite applications
Eight (8) years’ experience in financial management of which five (5) years were in a senior management position
